Migrate dependency management to uv

Replace requirements.txt with pyproject.toml (direct deps only; uv
resolves the rest into uv.lock). Point the systemd unit at the
uv-managed .venv, and gitignore it.

Run `uv lock` to generate the lockfile and commit it.
